Rotors are rusted on to the hubs.

That used to happen to me. Then I started using anti-seize on them. I suggest you do the same.

Oh they are soaked in anti seize spray. Still not budging. Heat doesn't seem to help

happened with both of my rear rotors, hammer penetrating oil and more hammer for about 45 minutes

That's one thing I'll say that I like about the Civic - it has a pair of threaded holes on the hub. Put two bolts into them, and slowly crank them in, and it pops the rotor right off.
